SUBJECT: Constituent request: oversight of Title IV-D child support enforcement spending

I am writing to ask your office to review the payment integrity of the federal
Title IV-D child support enforcement program.

The federal government's own FY2024 data (HHS Administration for Children and
Families) shows the program spent $6.6 billion in total — about $4 billion of it
federal — reimbursing 66% of allowable state administrative costs. Meanwhile,
$115.7 billion in past-due support remains owed nationally, of which about $7.5
billion was collected last year. A federal audit proposal prepared for the
administration's waste, fraud and abuse task force calls for the first case-level
review in the program's 50-year history of what those reimbursements actually
pay for. It has been submitted to the Executive Office of the President and is
under review. The administration can take action on this proposal now — no new
legislation is required — and congressional interest helps it move.

As your constituent, I respectfully ask that you:

1. Urge the administration — HHS and the Administration for Children and
   Families — to take action on the proposed FREEZE and case-level audit of
   Title IV-D reimbursements, starting with our state;
2. Request a briefing from HHS/ACF on Title IV-D payment integrity, and support
   a public tip line and case-submission process so families can report
   directly;
3. Review the independent family-reported public record at StandwithMeg.com —
   more than 5,600 families across all 50 states and D.C. have documented their
   family court experiences there, reporting nearly $1 billion in financial
   losses.

Families in our state are watching this issue closely, and I would welcome your
